DocuSign vs PandaDoc pricing for sales teams, and when a flat plan wins

October 12, 2026

Monthly cost of per user and per seat plans against a flat plan for a team of ten

For most sales teams, DocuSign and PandaDoc both charge per user, so the bill grows with every seat you add, while a flat team plan charges one price for a set number of users and documents. At the time of writing (October 2026), a 10 person team pays roughly 300 USD a month on DocuSign Standard and roughly 490 USD a month on PandaDoc Business, both billed annually, against 74 USD a month for Signee Business billed yearly. The flat plan wins when your team grows and your volume is predictable. A per seat tool can still be the better fit in the cases described below.

Pricing pages change often, and both vendors run promotions, regional prices and negotiated enterprise deals. Treat every competitor figure in this article as a snapshot from October 2026 and check the DocuSign and PandaDoc pricing pages before you decide. We have tried to be fair, including about where each of them is stronger than we are.

How DocuSign prices eSignature

At the time of writing, DocuSign eSignature has several tiers. Personal starts from 11 USD a month billed annually and is aimed at a single user with light needs. Standard costs 30 USD per user a month billed annually, and Business Pro costs 45 USD per user a month billed annually. The feature list differs by tier, so compare the tiers on the DocuSign site against the features your team actually uses.

Two details matter for budgeting. First, the plans include an envelope allowance of around 100 envelopes per user per year. If your team sends more than the allowance, overage is charged on a pay as you go basis. Second, eSignature is a signing product. Contract lifecycle management, which covers drafting, approvals, clause libraries and obligation tracking, is a separate DocuSign product priced for larger companies, and it is usually sold through a sales conversation rather than a public price.

DocuSign also has a real advantage that does not show up on a pricing page. It is widely recognised by counterparties. Procurement teams, banks and legal departments have seen thousands of DocuSign envelopes, and a familiar signing screen can remove a small amount of friction with cautious buyers.

How PandaDoc prices its plans

At the time of writing, PandaDoc Starter costs about 19 USD per seat a month billed annually, or about 35 USD on a month to month basis. Business costs about 49 USD per seat a month billed annually, or about 65 USD month to month. Like DocuSign, PandaDoc uses a per seat model, so the total is the seat price multiplied by the number of people who need to create and send documents.

PandaDoc's strength is the proposal editor and content library. If your sales process depends on long, designed proposals with pricing tables, product images, optional line items and reusable content blocks, PandaDoc is built for that work and does it well.

A worked example for a 10 person sales team

Take a team of 10 people who all create or send agreements: account executives, a sales manager and someone in operations. Using the October 2026 list prices billed annually, the monthly cost looks like this.

OptionPrice basisMonthly cost for 10 users
DocuSign eSignature Standard10 x 30 USD per user300 USD
DocuSign eSignature Business Pro10 x 45 USD per user450 USD
PandaDoc Business10 x about 49 USD per seatabout 490 USD
Signee Business, billed yearlyflat, up to 10 users74 USD
Signee Business, billed monthlyflat, up to 10 users149 USD

The DocuSign figure also depends on volume. With an allowance of around 100 envelopes per user per year, 10 users have roughly 1,000 envelopes a year, a little over 80 a month. A team that sends more pays overage. Signee Business includes 150 documents a month for the whole team, and the price does not change when one person sends more than another.

The gap widens as you hire. Adding an eleventh seat on a per seat tool adds another seat price every month. On a flat plan, you stay at the same price until you reach the user or document limit, and then you move to the next plan. Signee Company covers 30 users and 600 documents a month for 249 USD a month billed yearly, or 499 USD month to month.

What you get for the price

Comparing prices only makes sense if the products do the same job. They overlap, but they are not identical.

  • Signing. Signing is the core of all three products. Signee includes an audit trail, signing order and automatic reminders, and supports simple electronic signatures under ESIGN, UETA and the eIDAS simple level. It does not offer qualified electronic signatures. If you need a qualified signature for a specific document in the EU, you need a provider that issues them. Our legal validity page explains where simple signatures are accepted.
  • Drafting. Signee drafts an agreement from one sentence, fills fields from CRM data and flags missing details before sending. DocuSign eSignature on its own is focused on signing documents you already have. PandaDoc focuses on templates and proposal content.
  • Approvals. Signee Business includes internal approval rules by deal value, discount and clause changes, so a non standard deal is reviewed before it reaches the customer. See how this works on our agreement workflow page.
  • After signature. Signee stores signed agreements in a searchable repository, extracts dates and obligations, and sends renewal alerts at 90, 60 and 30 days. On DocuSign, this kind of lifecycle work sits in the separate CLM product.
  • Integrations. Signee Business and Company include CRM merge, an API and webhooks. Check which tier unlocks the integrations you need on any tool you consider, because these features are often reserved for higher plans.

When DocuSign is the better fit

Choose DocuSign if counterparty recognition matters more to you than price, for example when you sell to large enterprises or financial institutions whose procurement teams expect it. It is also a sensible choice if you already run the wider DocuSign stack, if you have a negotiated enterprise agreement that changes the list price picture, or if only one or two people in your company ever send documents. For a single sender on a light volume, the Personal tier can cost less than any team plan.

When PandaDoc is the better fit

Choose PandaDoc if your deals are won or lost on the proposal itself. Teams that send designed, multi page proposals with interactive pricing tables and a large library of reusable content blocks will get more from PandaDoc's editor than from a tool built around agreements and approvals. It is also reasonable if only a few people create proposals, since a small number of seats keeps the per seat cost modest.

When a flat plan wins

A flat plan like Signee's makes the most sense when several of these are true:

  1. More than a handful of people need to create or send agreements.
  2. Your team is growing and you do not want the bill to rise with every hire.
  3. Your documents are agreements, order forms and NDAs rather than designed proposals.
  4. You want drafting, approvals, signing and renewal tracking in one place instead of buying separate products.
  5. Your monthly volume is predictable enough to fit a plan's document allowance.

If you are weighing a switch, our DocuSign alternative and PandaDoc alternative pages go through the feature differences in more detail.

Questions teams ask before switching

Do counterparties need an account to sign

No. On Signee the person signing receives a link by email and signs in the browser without creating an account.

What happens if we exceed the document allowance

On Signee the allowance is per month for the whole team. If you regularly need more, the next plan up gives a higher allowance. There is no per envelope overage fee.

Can we move our existing signed contracts

Yes. You can upload signed PDFs to the repository, and Signee extracts key dates and obligations so renewal alerts work for older agreements too.

Are generated agreements legal advice

No. Agreements drafted by Signee are templates and drafting assistance. For high value or unusual deals, have a lawyer review the terms.

The short version

Per seat pricing is simple to understand and fine for small sending teams. For a sales team of 10 or more, the seat count drives the bill, and the cheapest DocuSign tier for that team is around 300 USD a month at the time of writing, with PandaDoc Business near 490 USD. Signee Business covers the same 10 users for 74 USD a month billed yearly, with drafting, approvals and renewal tracking included. Compare the current prices on each vendor's site, consider what your counterparties expect, and see the full plan details on our pricing page.
